Dependencies

Depends on #94 (web: std/web core (WEB slice 2))
Depends on #95 (encoding: a derived decode that collects every field's failure (WEB F6))
Depends on #96 (digest: constant-time comparison (rest of WEB F7))

Moved from the planning lists of the docs; the design record stays the specification.

[loop:torbscript] intake: in scope (author orion, label loop). Implements WEB.md slice 3; no collision with a design record. Depends on #94, #95 and #96 (all open), so it cannot be implemented yet; refine needs the dependencies settled first. next: waiting on dependencies, then refine.
