Step 1 of #63: the design record of the JavaScript back end, docs/design/JAVASCRIPT-BACKEND.md.

It covers the module layout and driver (target browser-js), the IR construct by construct, the kernel groups K1-K8
(which Math functions V8 answers bit for bit, and the test plan), memory, tasks, and the slices of #63 in order with
acceptance tests, marking which touch natives or the seed (two-commit rule) and naming slice 1. The V8 facts are
measured on Node 24.22.1 (the pinned CI version is 24.21.0); the measurement programs are in the appendix.

Also linked from docs/design/index.md, docs/design/JAVASCRIPT-AND-PHP.md (status line, section 1 pointer, tasks
bullet) and milestone 9 of docs/ROADMAP.md.

Documentation only; the seed is untouched. Not checked locally: the docs gate, the formatter and CI.

• Tests/CI: combined status success on this head (bootstrap, tier A, pdisc, gates); no code touched, so no tests are due.
• Correctness: the design record is consistent with JAVASCRIPT-AND-PHP.md (2a/2b/2c exist); the one decision it revises (tasks as a run queue, not promises) is reflected in that record, the ROADMAP and the pointers. Relative links resolve (NATIVES, CONCURRENCY, COLLECTION-STORAGE, DESTRUCTORS, RELEASE).
• Scope: step 1 of #63 / closes #602; no code, natives, crons or automation added.
• Security/secrets: none; appendix programs are local measurement scripts, no tokens or private content.
• Data/Architecture: none changed; boundaries described are proposals, no ADR gap.
• Docs: index.md, ROADMAP and the sibling record link the new file; pdisc green.
