Docs only. F2 landed in c11ca51a; WEB.md still said List<Never> does not build. Updated: probe 3, section 7 problem 2 (closed), section 6 note, section 8 F2 row, section 9 slice 1 dependency.

Checked on main: tests/conformance/never-list.trb (+ .expected), never-shown.trb, never-type-argument.trb exist; std/html uses Html<Never>. docs/design is not part of the generated skills/, so nothing to regenerate. Seed impact: none.
