ci: tier B red on main, runtime test `test_io_a_cancelled_wait_releases_its_registration` leaks a block

ci / tier B (linux-x64) fails on main (95ac043, run 352) and on every PR head, in the runtime tests lane only; all other lanes (conformance suite, VM suite, native tests) are green:

cancelled: the program waited for a task that was cancelled
  FAILED tests/io_test.c:301: torb_network_operations_alive(): 2, expected 1
  FAILED test_io_a_cancelled_wait_releases_its_registration: 2 blocks leaked
234 tests, 1 failed

Seen in the Actions logs of this forge: main 95ac043 (19:12 UTC, 2026-10-08), PR #213 head e83c2f3 (19:30 UTC), and earlier today at 01:42 UTC. #213 touches only compiler/src/backend/c/*.trb, its test and docs/PERFORMANCE.md, nothing under the runtime, so it is not the cause.

Acceptance: the test passes on main, or is fixed where the registration leaks; tier B green on main.

Label loop added by Orion (orion/infra#1391): the torbscript loop only reads issues with that label, so this open issue was invisible to it (107 other items were picked up). No scope change intended; intake will triage it.

Evidence: the failing test (test_io_a_cancelled_wait_releases_its_registration, tests/io_test.c) was the subject of #270, fixed on main by 0a129c2e (0a129c2e) "fix(runtime): close a child's output pipes before its input": a waiting read woke on end of file instead of being cancelled, so the registration was not released. Since then ci.yml on main is green on every push: run 831 (b0f68083), run 840 (a95cb5c3, current main) https://git.torb.dev/torbscript/language/actions/runs/840 . The nightly failure of run 843 is a separate item, not this test.

Closing as fixed by 0a129c2e, next: closed (no stage left). Tokens used by this worker: about 60k.
